How Many People Can Fit On the Earth?
In 1980, in a remote field in Elbert County, Georgia, a man who called himself R.C. Christian commissioned a massive granite monument inscribed in eight languages with ten commandments for the post-apocalyptic survivors of civilization. The structure, which would come to be called the Georgia Guidestones and nicknamed the "American Stonehenge," was engineered with celestial precision: holes drilled through the capstone marked the North Star, the solstices, and the midday sun.
The very first commandment carved into that stone was to maintain humanity under 500 million people, in perpetual balance with nature.
Five hundred million. That is roughly the population of the world in 1650. It is about 6.5% of the 8.1 billion people currently alive on Earth. Whoever R.C. Christian actually was, and his true identity was never confirmed (though there's pretty strong evidence it was a man named Dr. Herbert H. Kersten), he apparently believed that the planet was already carrying roughly 14 times more people than it should.
The Guidestones were blown up by a bomber in 2022, with the demolished remnants then cleared away by local authorities. But the underlying question about the carrying capacity of the planet still lingers. We are building megacities, drafting trillion-dollar climate frameworks, and planning for billions more residents on this planet, and we still cannot agree on something as fundamental as how many people the Earth can actually support. This is an embarrassing failure of the modern scientific and policy project.
Estimates Range from Two Billion to 500 Billion
The United Nations Environment Programme convened a review of 65 separate scientific studies that each attempted to calculate Earth's carrying capacity. The findings were inconclusive. They were also staggering in their divergence. Some studies concluded that the Earth can sustainably support only 2 billion people. Others put the ceiling at over 500 billion. That gap is a range of 250 to 1, between the lower and upper estimates produced by serious researchers using real data. At the low end, we overshot the planet's limit generations ago. At the high end, we have not even scratched the surface of what is possible.
Of those 65 studies, 33 concluded that we have already exceeded the planet's carrying capacity. The other 32 said we have not. A scientific coin flip. Thirty-three scientists looked at Earth and said we are already in overshoot. Thirty-two looked at the same planet and said we still have room.
We are planning entire metropolitan regions, negotiating climate accords and making generational infrastructure investments on the basis of assumptions that no one has been able to verify, or even agree upon, within an order of magnitude. In any other domain of high-stakes planning, that would be disqualifying.
Prophets of Scarcity Always Say We Have Too Many People
It is ironic that for centuries people who have been absolutely certain they knew the answer have never been shy about saying so.
Thomas Malthus, writing in 1798, was confident that population would always outrun food supply and that catastrophic die-offs were inevitable and natural correctives. His framework, though repeatedly dismantled by the agricultural revolutions of the 19th and 20th centuries, never really died.
In 1968, Stanford biologist Paul Ehrlich published "The Population Bomb," which predicted that hundreds of millions of people would starve to death in the 1970s and 1980s, and that the battle to feed humanity was already lost. The book sold millions of copies. The predicted famines did not arrive, in part because of the Green Revolution that Ehrlich had not anticipated. He was wrong in his timeline and wrong in his specific predictions, but his animating belief, that there are too many humans, became foundational to an entire intellectual tradition.
That tradition has continued producing prominent adherents. In 2007, Boris Johnson, then a Member of Parliament and later Prime Minister of the United Kingdom, published a piece in the Daily Telegraph arguing that population growth was the primary challenge facing the species, more important than climate change, and demanding a serious national conversation about the optimum quantity of humans on the planet. He described humanity's spread, viewed from the air, as resembling bacilli multiplying in a petri dish. Talk about an anti-humanist!
Bill Gates has spent enormous resources on population and family planning, and in a 2010 TED Talk framed vaccines and reproductive health services as mechanisms that could, among other outcomes, lower projected population growth. Gates has consistently clarified that his goal was reducing childhood mortality, not reducing humanity, and that healthier children correlate with smaller family sizes. But the framing exposed how deeply population arithmetic underlies the thinking of some of the world's most powerful philanthropic actors, who seem to view the world as a giant chess board.
CNN founder Ted Turner went further, stating explicitly that a global population of 250 to 300 million would be ideal, a roughly 96% reduction from current levels. David Attenborough has called humanity a plague on the Earth. These are not fringe figures. They are among the most celebrated voices in media, philanthropy, and public life. No wonder public policy has, in the eyes of many, become so hostile to raising a family.
There's Really No Fixed Number
Despite the wishful thinking, earth's carrying capacity is not a fixed number. It is not a value waiting to be discovered the way the speed of light was discovered. It is a function of assumptions, and those assumptions are enormous.
Are we asking how many people the Earth can support at subsistence level, eating a primarily plant-based diet and consuming minimal energy? That answer is very different from asking how many people can live at Western European standards of consumption. One estimate suggests roughly 2 billion people can live sustainably on Earth at average American consumption levels. Another suggests the planet could support 10 billion people at modest consumption with significant investment in sustainable agriculture. And some models, accounting for vertical farming, lab-grown protein, nuclear energy, and continued technological development, put the ceiling several orders of magnitude higher.
The Georgia Guidestones said 500 million. They did not explain whether that number assumed medieval technology or fusion energy. They did not specify whether it applied to a world with factory farming or precision fermentation. But whatever their assumptions, they carved it into 119-ton granite slabs and pointed holes in the stone at the North Star, as if certainty were a matter of astronomical alignment. In many cases, these sorts of proclamations seem borne from just a general sense of "things feel too crowded", more a reflection of our senses borne from our thousands of years of evolution at rural population densities now struggling to acclimate to a highly urban and technological world. We have written in the past about how the overwhelming magnitude of the modern world is causing misery to breed in the world's cities.
Assuming at least some of the estimates are grounded in scientific analysis as opposed to just a "feel", the fact that 65 serious studies produced results ranging from 2 billion to over 500 billion tells us that the answer is extraordinarily sensitive to technological assumptions. Studies that produce low carrying capacity numbers tend to use current agricultural yields, current water use efficiency, and current energy systems. Studies that produce very high numbers tend to assume dramatic improvements in all three.
It also tells us that the answer is sensitive to consumption assumptions. The planetary footprint of a person living in sub-Saharan Africa on $3 per day is roughly 1/30th that of a person living in suburban Houston. A planet of 10 billion people living at one level of consumption is a very different physical system from a planet of 10 billion people living at another.
The range is not really a failure of science. It is science accurately representing the scale of our uncertainty. But the fact that there is so much uncertainty even as alarmists prattle doomsday scenarios as a justification for expansive global policy regimes suggests a disconnect between the true nature of the underlying urgency to fix a problem and the individual sense of urgency to exercise power and control.
Every Major Policy Decision Depends on This Number
An uncomfortable truth for anyone involved in geopolitical policymaking is that you are already making a bet on this question, whether you like it or not.
If you are designing a water system for a growing metropolitan region and you assume continued population growth, you are making an implicit assumption that the planet can accommodate that growth. If you are investing in agricultural technology to feed 10 billion people by 2050, you are betting that we can do it. If you are building transit infrastructure for a city projected to double in size over the next 30 years, you are placing a wager on the upper end of what is possible.
Those bets may be right. The evidence of the last century suggests that human ingenuity has repeatedly outrun Malthusian predictions. The Green Revolution saved hundreds of millions of lives that Paul Ehrlich had quietly written off. The world today has more food per capita than it did in 1968, despite nearly doubling in population since then.
But the bets may also be wrong, and the consequences of being wrong are asymmetric. Overbuilding for a population that never arrives is inefficient and expensive. Building for a population that cannot be sustained with declining freshwater tables and degraded agricultural land is catastrophic.
We are placing bets without understanding the odds.
It Would Be Nice If We Had An Answer
The world crossed 8 billion people in 2022. The UN projects 9.7 billion by 2050, and some scenarios reach 10.4 billion by century's end. Others, accounting for declining fertility rates across much of the world, project a peak and then decline. The range of plausible population futures over the next 80 years is itself enormous.
Into that uncertainty, we are pouring trillions of dollars of infrastructure investment, agricultural policy, energy transition, and urban development. We are building new cities from scratch in Saudi Arabia, Egypt, Indonesia and Senegal. We are planning metropolitan regions for populations that do not yet exist. We are designing water systems, power grids, and transportation networks based on demand projections rooted in assumptions about population that aren't really validated.
Scientists, policymakers, planners and public intellectuals have all been willing to pick a number when it suited their argument. Five hundred million on a granite slab. Two hundred fifty million from a cable television pioneer. Nine billion from a UN projection. Five hundred billion from an optimistic technology model. But what does responsible population planning actually require? We haven't really solved that part.
The fact that we still cannot answer it is arguably the most consequential planning failure of our time.
